I was trying not to comment because I'm not sure this topic (thread) is RFI
related. Nevertheless I did read the document you provided a link to and I
did a text search on that document and no where is the word "Hobby" used.
Also one of the very first paragraphs in the current part 97 rules is as
follows: "Recognition and enhancement of the value of the amateur service
to the public as a voluntary noncommercial communication service,
particularly with respect to providing emergency communications."
Therefore Amateur Radio is recognized by the FCC as having value in
providing emergency communications (per Part 97 rules) but that does not
mean it's strictly intended as an "emergency service" system and don't
think it ever has been. I'm not even sure what the FCC defines as an
"emergency service" but one example might be the 911 system.
Just my opinion based on a quick read of the material.
