If the NA QSO Party is
really a QSO party,why is
it a "name/RST/state"
exchange and pity the
ham who actually
attempts a QSO during
the contest! LOL

Why name/RST/State? Because that is the rule.

If you don't care for the rule(s) put together your own contest and run it the way you think it should be done. If they come, you have a contest; and, if they don't, thank you for trying. I don't 'like' all the rules but I abide by them if decide to enter the contest.

As for having a QSO during a contest. I do so in almost every contest in which I participate and I am fairly active contestor. If I run across a friend I'll stop and talk a bit. I may not 'visit' as long as when no contest is running, but enough to acknowledge my friend. For someone I've never spoken with before -- I will be polite and move on. It NEVER hurts to be polite ! ! !
