The MULTI encoder is a segmented step switch with gold plated contacts inside.   It is not a resistive element.

See the attached pictures.   This is the one I removed from my radio, opened it, cleaned the contacts, re-assembled it and installed it back into my radio some years back.   It is still working today.   And my radio is older than any one else's radio as it is an Engineering model used for beta testing.  This was before the first one was ever sold.
