Back in the day when I was having a lot of grow light RFI, I found the best way to approach a person was to knock on the door and then back away.  Explain the situation and you might mention that the RFI could be a fire hazard, and you would be happy to look into it.

My real question is how can I tactfully approach the neighbors to see if they will cooperate on solving the problem?  I am willing to pay for fixing or replacing the device, but I am not a master of diplomacy, and I afraid to have the door slammed in my face.  I am open to suggestions on the best way to approach this.
