Some more info...

The screen shots, and audio recordings the fellow provided came from 
SDRs several miles from his house on the east coast, so the noise is 
wide-spread at his location.  It is also heard centered on 3 different 
military HF frequencies, which is why he thought jamming.  The 
frequencies are:  8992, 11175, and 15016 kHz.
