Comments:

Had rx on all day,scanning.. not finding, just scanning. RBN reported a strong
workable signal in ME. N1MM reports the activity took an hour, but if you count
hours scanning and listening, hunting for ME stations, and calling "CQ
MEQP" 
it would total closer to 10 hours. 
The rules need cleaning up for much better understanding. ME may want to
concider joining other states to add to the number of contestants, and give some
very serious thought to emphasizing the in state qsos, rather than the in state
to out of state Qs. And with that in mind, the geoegraphical lopsidedness of the
much higher number of Qs made with an antenna looking east. Not every contact
has to be made within a 600 miles radius, propagation does go further.
