The ARRL. states it is the "The National Association for Amateur Radio" . As such I think ALL US amateur radio operators in the US should be allowed to Enter All ARRL. contests.
We need more contesters and also more DX operators and this might help to raise intrest in both. Also they might get a few more members.

Being a one-time award it's a bit different from the standard DXCC certificate. Perhaps a non-member who attains it will be more inclined to join the League. Anyway, opening it to everyone would stir up more interest in DXing. A price difference between League and non-League US operators could be included, which might be another incentive to join.

This is the same rule as used for the standard DXCC award. I don't see any reason for treating this differently.
