Have a little problem with my rotator. The meter goes full scale when turned on, and do not show the direction.(not i calibration mode!) When turned of, meter SLOWLY goes back to left position. Rotator unbreaks and turns OK.
Is problem pot in rotator or in controlbox?

Does the manual show the resistance checks for
metering the cable towards the controller?

Earlier models did. This should allow you to meter
the pot resistance--which would indicate whether
the control cable or pot is open rather easily from
the operating position.

Sounds like your pot is burned. Even momentary shorting of control wires can smoke the pot and will give a full scale meter indication. Tony
