I do most of my contest operating from a weekend place in a call district (W8/WVa) away from my primary QTH in W3/MD.

Do contest rules (such as CQWW or ARRL) generally require that I sign "Portable 8" during the contest?

Rip,

Normally, contests do not require you to indentify
portable operations. I live in the 9th call area,
but I retained my 8th area call for obvious reasons.
I seldom sign /9.

Many contests ask you to identify your operating
call area if different than in your call sign
when submitting your score because they list the
results according to call areas.

Of course, if you operate in another country, you
will have to sign portable, typically, VP5/K8JP,
except in Canada, where you have to sign K8JP/VE2.
