New Country Prefix - How does IARU work here ?

I dropped a series of mails around about 5 months back when East Timor (formerly 4W6) had the widely publicised Independance celebration. I don't think anyone realised what I was asking, as 4W is a UN prefix.
Cutting to the chase, how does the IARU allocate a prefix and is there an enterprising public servant out there who could assist in getting both an IARU Region 3 band plan ratified and a body akin to FCC/ACA started ?

I may be wrong, but I believe it's the ITU which allocates radio prefixes.
By the way - have you ever noticed that radio/tv prefixes also correlate to the registration prefixes on airplanes?
I love it when I'm watching a movie, and there's a plane that's supposed to be from some exotic country, and it has an "N" prefix! LOL
