I run a ham station at a Boy Scout Camp in eastern PA. Someone
gave us a HAM-IV rotor box and I want to use it with a Tailtwister
rotor. However, the HAM-IV control box has a 8 pin plug and the rotor
has a 8 conductor terminal block. Can you tell me how the pins on the
HAM-IV box match up to the terminal block on the rotor?
Thanks.

No problem. I use the Ham IV box interchangably with the tailtwister box.

I understand that the HAM-IV box can be used with a T2X, but what about the pin outs? The box has a 8 pin plug, and the rotor has a 8 conductor terminal block. Do the pins on the plug line up just like on a control box with the terminal block? thanks...

Yes, from your HAM IV Control Unit (8 pin plug) you will connect directly pin to pin with the T2X rotator terminal block.
From 1 <-> 1, 2 <-> 2, and so on.
The control units are 100% compatible.
