I'm going out on a limb here, but this is my understanding of how it works.
The WL default setting, which is not explicitly specified in the
[Configuration] section, is to look for a section in the friends.ini file
called [HI]. That is why Don can get names to appear by using the %H
command without changing his [Configuration] section. But, if you want to
add another custom section to the friends.ini file say for special messages
to your real "friends", you can do this by creating a new section in
friends.ini and call it something other than [HI]. For example, lets say
you add a section to friends.ini called [CLUB] that contains the calls and
names of your local ham radio club.
Once you've created this new section in friends.ini go to writelog.ini and
add the following line to your [Configuration] section:
HI_SECTION=CLUB
This will change the section in friends.ini that WL will use in the next
contest where you use the %H command. If you wish to change back to the
original friends list either delete the HI_SECTION=CLUB line or change it to
HI_SECTION=HI. Now the original [HI] section in friends.ini will be used.

I have followed the instructions to use the Friend.ini feature but I still
have a problem. I think it might have to do with:
"By default, the section in Friend.ini that is used is "[HI]", but the
"HI_SECTION" entry in the "[Configuration ]" section
of WriteLog.ini can be edited such that WriteLog will lookup some other
section in "Friend.ini"
Here is the [Configuration] section of my WriteLog.ini. I don't see any
"HI_SECTION"
I probably need to add something?
