I bet it is the T/R relay or a poor connection somewhere in the relay lines.
Try a temporary jumper across the relay contacts and see if it clears up. I
had a similar problem with my Alpha vacuum relay and discovered there was a
flaky solder connection to the relay.

The cap is used to cancel out the inductive reactance in the T-R circuit
on 15-6 meters. 6 meters in your amplifier.
