Check out the rotator for a Luso 150' tower (20 ton tower + 1 ton of
antennas), pretty substantial since the tower counterweight moves with
the tower, 1 rpm I think.
As for "linear" actuators, my Deere backhoe had two pull hydraulic
cylinders connected to a substantial chain that swung the backhoe. Use a
full sprocket, some serious chain, and long enough travel cylinders and
you have a super duty "rotator".

Rack and pinion is mostly for linear motion. I believe a worm gear with
direct drive or a chain drive would be a better choice. Using a worm
gear
you have the breaking function built in. Good luck!
