You could use something like an old rear-end ring/pinion set.  If you 
can find a damaged one, you could probably rig something up, with the 
ring gear around the mast, and the pinion pushed up to "mesh" with it by 
a lever or the rope.

##  how much is this going to weigh ?   A better solution might be to use
something other than a light duty TV rotor.   That, and / or torque balance the
ant, so there is no torque.
