Do you have a little microphone preamplifier and a dynamic (performance type) microphone you can plug into the Line-In input on the rear panel octopus cable, to determine if that works as a microphone input on sideband mode? That should give a good indication whether the Line-in input is working correctly. A little microphone preamplifier, like the M-Audio AudioBuddy will drive the transceiver in sideband mode with moderate output levels on both the preamplifier and about 30-40% drive level on the Omni VII Line-in input – and provide a rough equivalence to what the microphone input on the front panel will give you using a a similar microphone at about 40-50% MIC Gain setting.

This would test your line-in circuit independently from the digital mode you are working with. Just remember to switch from MIC to LINE or BOTH when doing this.

The Omni VII does not have low gain. But it seems yours has a defective
