Steve,
Due to the age of this keyer, it is very likely you have some leaky 
electrolytic capacitors, or some that are drying out and changing 
value.   You might start by renewing all electrolytics with new caps, 
and see if the voltage bus is clean of any noise.  The other thing is to 
make sure the contacts are really clean on the paddles.  And check the 
power supply DC output for correct voltage.  These steps may correct the 
problem.  The other things to check are possible bad solder joints, due 
to aging or rough handling if the keyer was not new to you.
