You're right!  Little of this stuff gets tested and the "self 
certifications" are a joke.  Here is one of many articles about XM and 
Sirius converters that put their signals on 88.1-88.9 MHz so you can pick it 
up on your car radio.  Three quarters of the units tested violated FCC Part 
15 regulations with one of the units testing at over 200 times the legal 
signal level!

The problem caused many people who were listening to classical music or news 
on NPR/non-commercial stations in their cars to suddenly find themselves 
listening to Howard Stern being transmitted from a nearby car!
