Was an indicated setting of 5 "too low"?

If so what is the person using external keying to do?

Is this at root a firmware problem that in theory could be readily fixed or
a hardware problem?

Yes, it's REALLY a problem. Several of us Orion users have heard clicks on
each other's keying on the air when the risetime was set too low.
