Since the PLL is out of lock on all bands, it indicates that the problem is
on the minor loop board, not the major board.

If you have resoldered on the correct board around L-1 and the surrounding
components, try moving the slug of L-1 one way or the other.  Mark it first
so you can return it to the original position if you need to.

I've found that these are sometimes a "knife-edge" adjustment, between
working well and not at all.
