Nothing else assigned to that port.  Have rebooted, deleted the previous
firmware update, deleted the new one, re-downloaded and still no luck.
The problem started when I attempted to install the software.  No
problems at all before that.  It seems that the radio has locked up that
com port.

Wild shot...sounds like you just have something else assigned to the
same
COM port as you have the Orion assigned? Maybe reboot the PC, delete the
previous firmware update from your PC, and then open ONLY the v1.37
update
on your PC.
