While that's a bad start, it sounds as though your Orion may have been through 
UPS or FEDEX package destruction test and has fallen from one of the upper 
shelves in the truck and landed hard on the front. 

That usually pushes the knob back on the shafts to the point binding occurs. 
Since there's no such thing as either perfectly "flat" or perfectly straight 
there will be one point in rotation where the friction is more apparent than 
the rest of the rotation. 

Slip the rubber ring off the tuning knobs and use the supplied Allen wrench to 
loosen the set screws, then slip the knobs off. Look carefully at the tuning 
shaft as you give them a twirl and make sure the encoder shafts have not been 
bent in shipping. If they are OK set the friction ring/knob skirt at half way 
and slide the knobs back until drag is just perceptable. Tighten the knob, 
replace the rings. Then set the drag to suit you. 

But if the encoder shafts are visibly bent or binding occurs with the knobs 
off, call Ten Tec and ask them to report concealed shipping damage. If the 
carrier has damaged your radio, it should be their problem to solve.
