Final Update:
Duke Energy line crew showed up around 10:30am today which was just a
little over 24 hours from when I reported the problem. I was only able to
stop by and say hello to the crew because I had another troubleshooting
appointment at the same time. I also stopped by around 4:30pm today and
they had indeed replaced the frayed cable and associated clamps, and all is
now silent (no RFI). I'm sure they had to shut down one lane of the two
lane road to do the repairs because the road is very narrow where the pole
is located, and I noticed they did have a 2 man flagman crew present.
Turns out the line voltage was 7,200 volts phase to neutral which would be
12,470 volts phase to phase on this 3 phase system.
