As a member of the local volunteer fire department, I can tell you we have been called out for arcs. The call out was "pole on fire". You should do the same with the power company if they are less than responsive.

You might couple your audio, and S-Meter video to your video of the sparks, showing the spark, the S-Meter jump, and the audio all at the same instant.
