I have several CFL's in the house.  None have caused noise in the rig, on or 
off.    

So your CFL is what caused the noise or hash? Your last paragraph leaves me 
with wondering if the noise is gone or still there.  

If the noise is "spitting and sputtering and intermittent" and if you can hear 
it on 10 meters, makes me wonder if it IS powerline noise.  I had a similar 
condition here that caused problems on 2 meters.  It turned out to be on a 
primary power line near my house.  A loose insulator and hardware caused by a 
deteriorated pole top which in turn caused the hardware securing the insulator 
to become loose. 

If you still have the noise, you should walk the line around your neighborhood 
with a sw rx, better yet a 2 meter radio or aircraft band radio, that is 
capable of receiving AM, (NOT FM).  Look for old powerline poles that have 
splintered tops where the primary line insulator and it's hardware are attached 
at the top with one or two large bolts though the pole.  These things become 
loose if the tops of the pole has deteriorated, when it's windy they tend to 
jiggle around causing the intermittent sputtering noise.  Take a binocular with 
and have a good look at suspicious hardware.  Report your findings to the power 
company tech.  It will help in the troubleshooting.

As for my noise problem, the local Xcel Energy crew cut off about a foot of the 
rotted pole top and drilled new holes (in good wood) for the bolts and 
reattached the insulator and attending hardware.  Also re-stapled the ground 
wire along the pole. Good job done by my local Xcel Energy crew.  Noise gone.
