There are a couple things can affect a power line noise sources ability to
peak at a particular freq. They are:
1. The receiving antennas resonant freq. has a band width, however every
antenna works best on one freq. You may have just found that freq.
2. The noise source also has many antennas. The particular radiator/antenna
that is radiating the noise closest to the receiving antenna may be more
resonant on the freq. that you are peaking the noise on.

However, we are assuming it's power line noise. I'd like to hear it.

Today, listening on 10m, I noticed that whenever I tuned into the 28400-475 
range, there would be a marked increase in what sounded very much like 
ordinary powerline noise.  Trouble is, I'm not aware of any mechanism that 
could account for this "peaking" in a certain frequency range.  I have 
checked the rx, and it has the same apparent sensitivity in that range as 
elsewhere in 10m.
