I checked the kkn web site but couldn't find anything regarding the basis for
naming the new file format, "Cabrillo".

I found several references on the web that lead back to Juan Rodriguez Cabrillo

http://www.nps.gov/cabr/juan.html

Is the contest log file format named after him? If so, why?

Assuming it's named after Senor Juan, I suspect it's pronounced <KAH-BREE-YO>,
but BRILLO pads come to mind. :)
