[ct-user] Latest 9.38, Stuttering CW Test results, etc.

I tried out the latest version of 9.38 Beta, with the stuttering CW repair,
and YES, it works fine.  There is no stutter with my FT-990 at all anymore.

BUT, now I noticed that when CT sends a frequency change to my FT-990, it
always switches in the 500Hz filter ! (Yuk! for SSB).
