Yes, that does sound backwards. Maybe that is one of the reasons that the
Rookie Roundup is not as popular as it should be.
IMHO: That is an issue that ought to be addressed, but is a separate (if
somewhat related) issue from this one.

Many have mentioned about how important receiving a certificate in the mail
early in our contesting career. Guess what ... the winners of the ARRL Rookie
Roundup are only provided with digital e-mailed certificates. We more
experienced ops are getting certs in the mail.
