It is very difficult if not impossible to correct this behavior on CW 
where a great number of ops are not conversationally competent in CW let 
alone the issues with language.  It is also almost impossible to ignore 
the 20 over station that refuses cooperate.  I agree that the behavior 
is poor but from the standpoint of a Caribbean station the options are few.
