This "JA band plan" that I see mentioned is not a band
plan but a regulation.

Until their MPT changes the regulation, the JAs are
going to operate where they are allowed.

Not that I want to spoil things, but many Region 3
countries have a footnote in the ITU-RR Table of Freqs,
7100-7200 will also be primary fixed & mobile (except
aeronautical) in VQ9, P2, 3W, 9V, BY, VK, ZL, YB &
JA, plus bits of Africa & the Middle East.

It used to be that 7000-7050 was also primary fixed
service in D2, EP, 9X, 6O & 5V as well as primary fixed
as an alternative allocation in SU, E3, 3X, 5A & 5R.

All that we have gotten is exclusive amateur 7000-7100
in all three Regions starting 2009-03-29, you folks in
Region 2 seem to have expectations of more than that.
