Gosh, but this stuff has been beaten to death with, apparently, no clear 
resolution.

In NCJ, May 1996, I have an article published  covers all of this "stuff."  
Some of the
covered topics in my article include:

The Contest Period

Why do we have 30 days?

How do I know what is OK?


In the opening paragraphs of the article, I cite how I've been working on this 
article for five
(5) years.  That means these topics have bounced around forever without 
resolution and 
without consensus.  I was certainly FAR from the first to discuss them in 
public.

The article closes with a plea for better contest rules...rules that use 
examples that everybody
can understand.

Well, it's probably time to sweep across 160 again....
