[3830] IARU 1999

Since none of my posts are showing up on CQ-Contest, thought I'd ask
here ...

Does anyone know how we can get our UBN reports for the 1999 IARU
Contest?  The write-up coming out in the next QST didn't mention it.  Am
curious to find out how/why I lost 8 multipliers.
