I'm with those who suggest separate categories rather than power multipliers.
At 1500W and an S9 noise level, I suspect a few people called that I
couldn't hear... The lack of workable stations was discouraging...
Worked ZF2, KV4 (is he legit?), and PY for DX. No EU or VK/JA, etc.
